What is a Z83 Application Form

The Z83 form is an application for employment document that anyone who is applying for any position in any of the government departments must complete in response to any of the advertised positions.

Departments Use the Z83 Application Form | Which Departments Use the Z83 Application Form

The Z83 form is to be completed when applying for vacancies within the National Government Departments, and Provincial Government Departments only.

Here is a list of the South African Departments that requires a Z83 when applying for any of their vacant positions:

  1. Department of Agriculture, Land Reform and Rural Development (DALRRD)

DALRRD is a department of the Government of South Africa. It was created in June 2019 by the merger of the agriculture functions of the former Department of Agriculture, Forestry and Fisheries with the Department of Rural Development and Land Reform.

  1. Department of Basic Education (DBE)

DBE oversees primary and secondary education in South Africa. It was established in 2009 after the election of President Jacob Zuma when the former Department of Education was divided into the Department of Basic Education and the Department of Higher Education and Training.

  1. Civilian Secretariat for Police Service (‘the Civilian Secretariat’)

Serves as technical advisor to the Minister of Police (‘the Minister’) to evince a transversal civilian oversight capability on the governance, service delivery, and resourcing of the South African Police Service (‘the Police Service’). The Civilian Secretariat performs advisory functions on various matters including but not limited to, departmental policy and strategy, legislation, police performance through conducting audits, communication, community mobilization on crime prevention, Integrated Justice System, and on international obligations and liaison.

  1. Department of Communications and Digital Technologies (DCDT)

The mission of DCDT is to create an enabling environment for the provision of inclusive communication services to all South Africans in a manner that promotes socio-economic development and investment through broadcasting, new media, print media, and other new technologies, and to brand the country locally and internationally.

  1. Department of Cooperative Governance (CoGTA)

The ministry consists of the Department of Cooperative Governance (DCoG) and the Department of Traditional Affairs (DTA). The Municipal Demarcation Board (MDB), South African Local Government Association (SALGA), and South African Cities Network (SACN) are entities reporting to the CoGTA Minister. The Municipal Infrastructure Support Agent (MISA) reports to DCoG.

  1. Department of Correctional Services

The Department of Correctional Services is responsible for running South Africa’s prison system. The department has about 34,000 staff and is responsible for the administration of 240 prisons, which accommodate about 189,748 inmates.

  1. Department of Defence

Defence oversees the South African National Defence Force, the armed forces responsible for defending South Africa.

  1. Department of Employment and Labour

Employment and Labour is responsible for matters related to employment, including industrial relations, job creation, unemployment insurance, and occupational health and safety.

  1. Department of Environment, Forestry & Fisheries

This department is responsible for protecting, conserving, and improving the South African environment and natural resources. It was created in 2019 by the merger of the Department of Environmental Affairs with the forestry and fisheries components of the Department of Agriculture, Forestry and Fisheries.

  1. Government Communication and Information System (GCIS)

GCIS is primarily charged with managing the government’s public communication of its actions and policy. It falls under the authority of the Minister in The Presidency, which appoints the Director-General of the GCIS.

  1. Department of Health

The Department of Health is an executive department of the national government that is assigned to oversee healthcare in South Africa.

  1. Department of Higher Education and Training (DHET)

DHET was established in 2009 when the former Department of Education was divided into two sections: Basic Education and Higher Education and Training. It oversees universities and other post-secondary education in South Africa.

  1. Department of Home Affairs

The Department of Home Affairs provides a wide range of services to South African citizens as well as foreign visitors, workers, and residents. It serves as a curator, guardian, and verification of the identity and status of South African citizens and other residents.

  1. Department of Human Settlements (DHS)

DHS is mandated to establish and facilitate a sustainable process of housing development in collaboration with provinces and municipalities. This mandate is derived from Section 3 of the Housing Act of 1997.

  1. Department of Public Works and Infrastructure

DPWI; formerly the Department of Public Works is one of the ministries of the South African government. It is responsible for providing accommodation and property management services to all the other ministries of the South African government. It is also responsible for promoting the national Expanded Public Works Programme and for encouraging the transformation of the construction and property industries in South Africa.

  1. Independent Police Investigative Directorate (IPID)

Formerly known as the Independent Complaints Directorate (ICD), IPID is an agency of the South African government responsible for investigating complaints against the South African Police Service and municipal police services.

  1. Department of International Relations and Cooperation (DIRCO)

DIRCO proud itself in formulating, coordinating, implementing, and managing South Africa’s foreign policy and international relations programmes. It also promoted South Africa’s national interest and values and the African Renaissance, creating a better world for all.

  1. Department of Justice and Constitutional Development

Responsible for managing the criminal justice system in South Africa and implementing the constitution.

  1. Department of Military Veterans

The Department of Military Veterans is part of the government’s commitment to assisting and recognizing Military Veterans for their contributions to the realization of a peaceful, democratic, and wealthy South Africa.

  1. Department of Mineral Resources and Energy

The President proclaimed on May 29, 2019, the reconfiguration and merger of the Departments of Mineral Resources and Energy into a new Department of Mineral Resources and Energy (DMRE) to better capacitate and respond to the strategic objectives espoused in the National Development Plan (NDP) regarding the regulation and transformation of the mining and energy sectors.

  1. National School of Government

The NSG is mandated to deliver quality education, training, and development interventions that are relevant to the needs of the public sector.

  1. National Treasury

The National Treasury is in charge of managing the national government’s finances in South Africa.

  1. Office of The Chief Justice

The Office of the Chief Justice (OCJ) is a newly constituted National Department that was founded on the 23rd of August 2010 by the President of the Republic of South Africa. Following the OCJ’s Proclamation as a National Department, the Minister for Public Service and Administration issued a determination regarding the OCJ’s purpose and objectives.

  1. Department of Planning, Monitoring, and Evaluation

Responsible for the coordination of governance, planning, monitoring, and assessment in order to combat poverty, unemployment, and inequality.

  1. Department of Public Enterprise

The Office of Public Enterprises (OPE) was founded in 1994 to champion and direct the reorganization of State-Owned Companies (SOCs) and to ensure that they have the greatest economic and developmental impact possible. In 1999, the Cabinet decided to speed up the reform of State-Owned Enterprises (SOEs), and the OPE was upgraded and renamed the Department of Public Enterprises (DPE) – a National Government Department.

  1. Department of Public Service and Administration

DPSA is governed by the democratic values and principles enshrined in the Constitution. It is responsible for implementing interventions to maintain a compliant and functioning Public Service and also promote an ethical public service through programmes, systems, frameworks, and structures that detect, prevent and combat corruption.

  1. Department of Public Works and Infrastructure

Responsibilities include providing strategic direction and quality services that provide innovative and proactive socioeconomic infrastructure delivery and maintenance of public assets while protecting the environment, cultural and historic heritage, workplace safety, and safer communities in the pursuit of sustainable development.

  1. Department of Science and Innovation

Through research and innovation, the Department of Science and Innovation aims to promote South Africa’s socioeconomic development. The Department provides leadership, an enabling environment, and resources for science, technology, and innovation in order to fulfill its objectives.

  1. Department of Social Development

DSD is responsible for the management and oversight of social security, which includes social assistance and social insurance policies aimed at preventing and alleviating poverty in the case of life cycle risks such as income loss due to unemployment, disability, old age, or death.

The South African Police Service is committed to providing a safe and secure environment for all people in South Africa

  1. Department of State Security

In 2009, the old National Intelligence Agency (NIA) and the South African Secret Service (SASS) merged to establish the State Security Agency. The new Agency’s goal was to create a more effective and efficient Intelligence Architecture for South Africa.

  1. Department of Tourism

The Department of Tourism is responsible for the economic growth of South Africa through sustainable tourism development.

  1. Department of Trade, Industry and Competition

The Department of Trade, Industry, and Competition (the dtic) was formed by the merger of the Department of Trade and Industry and the Department of Economic Development.

  1. Department of Transport

The Department of Transportation aims to lead the development of efficient integrated transportation systems by developing a framework of sustainable policies and regulations, as well as models that can be implemented to support government strategies for economic, social, and international development.

  1. Department of Water and Sanitation

South Africa’s water resources are managed by the Department of Water and Sanitation. It is largely in charge of developing and implementing policies controlling this sector.

While working to guarantee that all South Africans have access to safe drinking water and sanitation, the department also encourages effective and efficient water resource management in order to ensure long-term economic and social growth.

  1. Department of Sport, Arts and Culture

In June 2019 the department of Arts and Culture was merged with Sport and Recreation South Africa to form a new Department of Sports, Arts and Culture.

  1. The Presidency of South Africa

Frequently shortened to Stats SA, it is the national statistical service of South Africa to produce timely, accurate, and official statistics, in order to advance economic growth, development, and democracy. To this end, Statistics South Africa produces official demographic, economic, and social censuses and surveys.

  1. Department of Small Business Development

It was established in 2014 marking a turning point in the history of SMMEs and Co-operatives development in South Africa, demonstrating the Government’s commitment to place SMMEs and Co-operatives at the center of economic growth and job creation.

  1. The Department of Women, Youth & Person with Disabilities

The department’s mandate is to govern socioeconomic reform and the execution of empowerment and participation of women, youth, and people with disabilities.

Please note:

The Z83 form is to be completed for National Government Departments, and Provincial Government Departments only. Applications for Public Entities, Municipalities, SETA’s, TVET Colleges, Universities, and Universities of Technology do not require the Z83 unless stated on the job post. 

Who should complete the Z83 Application Form?

Only persons wishing to apply for an advertised position in a National or Provincial government department.


  1. All information will be treated with the strictest confidentiality and will not be disclosed or used for any other purpose than to assess the suitability of a person, except in so far as it may be required and permitted by law. Your personal details must correspond with the details in your ID or passport.
  2. Passport number in the case of non-South Africans.
  3. This information is required to enable the department to comply with the Employment Equity Act, 1998.
  4. This information will only be taken into account if it directly relates to the requirements of the position.
  5. The Executive Authority shall consider the criminal record (s) against the nature of the job functions in line with internal information security and disciplinary code.
  6. The applicant may submit additional information separately where the space provided is not sufficient.
  7. Departments must accept certified documents that accompany the application(s) with certification that is up to 6 months unless the advert prescribes a longer period.
